UNIVERSITY AUTONOMY IN VIETNAM: CONTENTS, RESOURCES AND ACCOUNTABILITY

Summary: 
Basing on the official statistics of 20 European countries being published by the IMF and the European Union Association (EUA), this article analyzes the specific contents of autonomy; Impact of GDP and university autonomy indicators to 500 top universities towards the SJTU ranking; the real status of Vietnamese university autonomy and their specific contents of explanation and accountability. Some specific recommendations for policy on university autonomy were suggested: 1/ Strengthening role of university Board and extending its external members; 2/ Academic autonomy decreases "towards requirement" in the government documents; 3/ The government should continue to invest into research and technology transfer activities at universities towards the competitive funding mechanism; 4/Developing institutional capacity and human resources with management and leadership skills; 5 / Designing the social monitoring system at universities to fulfill their roles of accountability and responsibility
