Summary:
There have been disadvantages in policy on university lecturers in Vietnam, in terms of motivating and enhancing staff competencies in the context of requiring high quality human resources so as to meet the requirements of national industrialization and modernization. These disadvantages will increase dramatically when lecturers face new and complex requirements for renewing curriculum, contents, and teaching methods in response to the demand of the Fourth Industrial Revolution. The paper focuses on: 1/To handle limitation of higher education in Vietnam; 2 / Issues of university lecturers in Vietnam; 3 / Some shortcomings in the policy of university lecturers. To overcome this situation, it is necessary to change into an overall approach that the first job is to soon develop and enact the Law of Teacher.
