University rectors play an important role in leading and administrating universities, ensuring quality of training and scientific research, developing the trained areas to meet social demands and making contribution to the success of higher education renovation and international intergration. The article discusses about the development of standards for Vietnamese university rectors in the context of higher education renovation. The author proposes standards for university rectors including 6 standards and 26 criteria. The standards are: 1/ political quality and professional conduct (with 4 criteria); 2/ Professional ability, pedagogical knowledge (with 3 criteria); 3/ Competencies in scientific research and technological transfer (with 4 criteria); 4/Competencies in university leadership (with 4 criteria); 5/ Competencies in university administration and management; 6/ Competencies in social activities, international integration and provision of scientific and tecnological services (with 3 criteria). The rector standards are important foundation on which the managers at different level could assess, assign, train, re-train the rectors in an effective manner. The standards, at the same time, are basis on which the rectors try to perfect themselves aiming to meet their new tasks in the context of higher education renovation and international integration.

Credit-based-training is a method of learner-centred approach; students can be active in preparing and managing their own appropriate learning conditions and capability. Findings from survey of applying self-learning activities towards credit-based training of students in pedagogical Biology major at Quang Binh University showed that: a positive change in the student's before and after application of appropriate self-study methods helped them better grasp of knowledge and more effective learning. Measures to guide students to make good self-learning activities is a critical requirement for trainers in the process of renewing learning-teaching at current university so as to stimulate them to complete task of learning and raising awareness, their role in fostering self-study skill. To achieve this, there must be change and close cooperation from students, lecturers and universities.

The Vietnamese education is on the way to renew textbook and curriculum towards developing learners’ competence. Developing the teaching competence for pedagogical students is one of key tasks at colleges of education, contributing to the comprehensive and fundamental renewal of education - training. Model of learning experience help students to develop working skills such as team work, document research, report presentation, sharing ideas, form and train professional capacity. Thereby, colleges of education will apply this model into teaching to improve the effectiveness of training to train active teachers, to meet the social requirements.

Chất lượng đào tạo thạc sĩ Quản lí giáo dục phụ thuộc vào nhiều yếu tố, trong đó không thể không kể đến luận văn thạc sĩ. Kĩ năng nghiên cứu khoa học ảnh hưởng trực tiếp đến việc thực hiện luận văn của học viên. Bài viết trình bày kết quả nghiên cứu về thực trạng kĩ năng nghiên cứu khoa học của học viên trong việc thực hiện luận văn thạc sĩ Quản lí giáo dục tại Trường Đại học Sài Gòn, từ đó đề xuất một số biện pháp nâng cao kĩ năng nghiên cứu khoa học cho học viên cao học chuyên ngành Quản lí giáo dục tại Trường Đại học Sài Gòn và các trường đại học khác có điều kiện tương tự, góp phần nâng cao chất lượng đào tạo thạc sĩ Quản lí giáo dục hiện nay.

"Mechanical wave" chapter in Physics grade 12 is very important, as the basis for building concepts of "Electricity fluctuations" and "Light" chapters. However, the usage of experiments to teach this chapter faced many difficulties in visualizing the features and phenomena of the mechanical wave. To improve this problem, we have researched and created a new set of laboratory equipment that integrated all qualitative and quantitative laboratory tests. Experiment set makes students eager to learn, master knowledge and apply knowledge to practical life in innovative and flexible ways. At the same time, teachers improved efficiency, diversified teaching forms, contributed to improving teaching quality in Physics in particular, and education quality in general.

Doing case- study as a teaching method in which students can self-study a real situation and solve that situation. Therefore, using exercises of case studies in teaching Ecology section at High School is a measure to develop students’ key competencies such as competencies of self-learning, collaboration, especially problem-solving competency. The paper proposes process to design case-study exercises in teaching Ecology section - Biology grade 12 in order to develop students’ problem-solving competency. Process to design case-study exercises will be applied into teaching Ecology section - Biology grade 12

To affirm value of a training course, we need to base on different aspects such as efficiency, performance, economics, and its suitability. However, the effectiveness of training is always the most important criterion to determine the true value of the training course. The Donald Kirkpatrick’s 4 level - evaluation model will contribute to providing useful information, data, evaluating its effectiveness, and being a basis to consider other aspects of the training. This article presents the principles, aspects and evaluation levels according to Donald Kirkpatrick’s model, including: reaction, learning outcomes, behaviors and outcomes.

Xu hướng phát triển của xã hội hiện đại đòi hỏi đội ngũ học viên đại học sau khi tốt nghiệp không chỉ có năng lực nghề nghiệp mà còn phải có năng lực thích ứng. Việc tổ chức dạy học dựa vào tương tác người học - người học ở đại học giúp người học chủ động, tích cực, chia sẻ, trao đổi, học tập lẫn nhau và tương tác trong nhiều vai trò khác nhau. Bài viết này đề cập về bản chất của dạy học dựa vào tương tác người học - người học; phân tích tổng thể bốn cấp độ tương tác giữa người học với nhau trong học tập ở đại học, làm cơ sở để hình thành các cấp độ nhận thức khác nhau cũng như các kĩ năng và thái độ tương ứng trong học tập. Trong xu hướng đào tạo theo tín chỉ phổ biến ở đại học hiện nay, việc áp dụng bốn cấp độ tương tác giúp người dạy thiết kế được các mục tiêu học tập theo tín chỉ, đồng thời thiết kế các hoạt động học tập của người học nhằm kiểm soát và đánh giá năng lực học tập độc lập và phối hợp của người học trong môi trường học tập khác nhau.

Trong dạy học Toán ở trường phổ thông, một trong các dạng hoạt động giải toán là từ bài toán cần giải liên tưởng với một bài toán tương tự đã có cách giải để phát hiện cách giải bài toán đã cho. Bài viết đề cập đến cách nhận biết sự tương tự giữa các bài toán của một số dạng toán trong chương trình Trung học phổ thông để tổ chức hoạt động giải toán. Để tìm cách giải bài toán, học sinh phải nhận biết bài toán tương tự gồm 3 dạng: Bài toán có tính chất tương tự; Bài toán có cấu trúc tương tự; Bài toán có dấu hiệu tương tự không tường minh. Qua đó, năng lực giải toán của học sinh được bồi dưỡng trong dạy học toán ở trường phổ thông.

In teaching Mathematics at high school, one of doing Maths activities is to associate that exercise with a similar one with given solution to find out the answer. The article refers ways to recognize the similarity among Maths exercises in several forms at high school curriculum in order to organize solving activities. To find ways to do these exercises, students have to realize similar exercise, including 3 types: exercise with similar features; exercise with similar structure; exercise with implicit similar signals. Thereby, students’ competence to do Maths exercise will be improved when being fostered in teaching Maths at high schools.

Trong tiến trình cải cách, giáo viên, cán bộ quản lí trường học luôn được xem là hạt nhân trong quá trình đổi mới. Vì thế, việc nghiên cứu, trao đổi về phát triển chương trình, tài liệu đào tạo, bồi dưỡng đội ngũ giáo viên và cán bộ quản lí cơ sở giáo dục phổ thông từ góc nhìn lí luận và thực tiễn có ý nghĩa quan trọng, góp phần vào việc hoạch định chính sách giáo dục và đào tạo. Bài viết đề cập đến việc phát triển chương trình, tài liệu bồi dưỡng cán bộ quản lí cơ sở giáo dục phổ thông đáp ứng yêu cầu chuẩn nghề nghiệp và công tác tổ chức bồi dưỡng cán bộ quản lí cơ sở giáo dục phổ thông từ góc nhìn thực tiễn tại Trường Cán bộ Quản lí Giáo dục TP. Hồ Chí Minh.

In the context of renewing education management towards decentralization, leadership sharing among educational institutions, developing management staff towards standardization was urgent and necessary. The article analyzed issues of general principal standard to meet requirements of education reform in the current period. Basing on approach and structure of the basic criteria, the author proposed framework and structure of basic standards and provided specific ones (including 5 standards and 24 criteria) in terms of principal standard at general schools so as to meet requirements of education reform in the current period.

Việc xây dựng hệ thống đảm bảo chất lượng bên trong đối với các trường đại học ở Việt Nam có ý nghĩa hết sức quan trọng và cần ưu tiên thực hiện trong bối cảnh hiện nay. Để nâng cao và cải tiến chất lượng giáo dục, các trường đại học cần thiết lập hệ thống đảm bảo chất lượng bên trong nhằm giám sát, đánh giá việc thực hiện các hoạt động. Tuy nhiên, để công tác đảm bảo chất lượng trở thành hoạt động tự thân đối với mỗi đơn vị và hướng đến hình thành văn hóa chất lượng, các trường đại học phải có sự phối hợp, chia sẻ thông tin giữa các thành viên đối với đơn vị chuyên trách trong toàn trường. Đồng thời, các trường cần chủ động kiểm soát chất lượng của đơn vị, nâng cao năng lực của những cán bộ thực hiện công tác đảm bảo chất lượng và giảng viên tham gia giảng dạy trong bối cảnh giáo dục đại học ngày càng phát triển.

The paper presents development process of lecturers’ teaching competence, includes: 1/ Overview of lecturers’ teaching competence and its development; 2/ Lecturers’ learning process at the university as students; 3/ Lecturers’ teaching process at the university; 4/ Impact factors on developing lecturers’ teaching competence; 5 / Solutions to develop lecturers’ teaching competence. According to the author, lecturers’ teaching competence was a component of pedagogical competence. The development of lecturers’ teaching competence at the higher education institutions should be conducted regularly and continuously. That's not only lecturers’ job and responsibility, but also an important task of the higher education establishments in the current context of higher education reform in Vietnam

Lecturers’ teaching competence has a direct impact on shaping and developing students’ professional competence at training institutions. System of lecturers’ teaching competence should be determined basing on clear scientific basis. Its current status should be considered on the basis of requirements of education and training in the context of modern society. This is a base for proposed measures to improve lecturers’ teaching competence, contribute to improving training quality at teachers’ training institutions with university qualification, and contribute to improving current quality of education and training.

In cause of reform, open-door policy, along with the socio-economic achievements, China has achieved great achievements in education and training. In doctoral training, China consulted and applied useful lessons-learnt from developed countries into its reality. From the practical training of doctor at the People's University of China, the article introduced its training process and related issues in terms of present doctoral training in China, then gave suggestions for renewing doctoral training in Vietnam
