Đội ngũ chuyên viên phòng giáo dục và đào tạo có vai trò quan trọng trong việc tham mưu đề xuất, thực thi công tác quản lí nhà nước về giáo dục trên địa bàn quận huyện, đáp ứng yêu cầu đổi mới căn bản, toàn diện giáo dục. Phát triển đội ngũ chuyên viên phòng giáo dục và đào tạo là một phần của phát triển nguồn nhân lực. Vì vậy, việc phát triển đội ngũ này phải dựa trên lí thuyết về phát triển nguồn nhân lực nói chung. Một trong những yêu cầu quan trọng, cần thiết để phát triển đội ngũ chuyên viên phòng giáo dục và đào tạo là xác định rõ đặc trưng lao động của họ đã được tác giả đề cập trong các nội dung của bài viết này; thực hiện đảm bảo tốt đặc trưng trên, chắc chắn sẽ góp phần nâng cao hiệu lực, hiệu quả quản lí nhà nước về giáo dục trên địa bàn quận/huyện, đáp ứng yêu cầu đổi mới, căn bản toàn diện giáo dục và đào tạo trong tình hình hiện nay

Education quality is a decisive factor in quality of human resources to the comprehensive development of all aspects in each country from culture, society, economy, security and national defense… Improving training quality means making better value of training products with higher quality value, the best skills and professional technique, creating dynamic, independent and creative people to meet the practical requirements and continuous movement of society. The paper presents principles for proposing solutions and solutions to improve the quality of higher education in order to meet the needs of society: Renewing training programs; Improving quality of teaching staff; Changing teaching methods; Strengthening students’ management and education; Improving quality of students’ inspection and assessment; Increasing quality of facilities and means for teaching; Promoting international cooperation.

The article refers to the development of a cultural environment at current universities. According to the author, universities are an important environment contributing to building social culture. Therefore, in order to keep the freshness and positiveness of this cultural environment, to promote the important role of human resources, especially teaching staff in developing university culture, it requires in-depth research from lecturers’ role. Accurately positioning and confirming the key role of lecturers in setting up university culture is important and necessary, contributing to improving the quality of education and training, and developing a healthy, progressive and modern social culture.

Lê Thánh Tông là vị vua anh minh, chăm học, cần mẫn và có tài trong công việc triều chính. Lê Thánh Tông đóng vai trò quan trọng đưa đất nước Việt Nam nửa cuối thế kỉ XV vào thế ổn định, có kỉ cương, luật pháp. Ông không chỉ là một nhà vua giỏi, nhà chính trị tài ba, giữ vị trí hàng đầu trong công cuộc xây dựng, củng cố nhà nước phong kiến Việt Nam mà còn là một nhà văn hóa lớn của dân tộc; nhà văn, nhà thơ tài năng, có công lao to lớn trong công cuộc giáo dục và đào tạo nhân tài cho đất nước. Trong sự nghiệp chính trị của mình, Lê Thánh Tông là người đã đưa giáo dục thành nề nếp, quy củ và lấy đỗ trên 500 vị tiến sĩ - một kỉ lục chưa từng thấy dưới các triều đại phong kiến Việt Nam. Le Thanh Tong is a smart, hard-working, industrious and talented king in the national affairs. Le Thanh Tong played an important role in bringing Vietnam into the last half of the fifteenth century in a stable and disciplined status. He was not only an excellent king, a talented politician, who held the leading position in the construction and strengthening of the feudal State of Vietnam but also a great culture person, a talented writer and poet, had great merit in education and training for talented persons. In his political career, Le Thanh Tong was the man who brought education into order and rule and took over 500 doctors - a never seen record in Vietnamese feudal dynasties. In this article, the author mentions education of Confucianism and policies on attracting talented persons in his period.

Knowing about students’ relationship to their school environment and learning is an aspect with extensive researches in the world. This research findings were conducted on 351 students at secondary schools in Hanoi in terms of: mobilizing human resources as well as material resources in school learning; viewpoint of the importance of school achievement and homework completion; rate of homework completion and the desired students’ degree. Then, assigning homework helps students deepen and improve their knowledge, better understand the meaning and value of learning.

In the context of the current fundamental and comprehensive reform of education and training, the role of homeroom teacher was fundamentally changed from the administrative manager of one class to person in-charge of students’ comprehensive personality development. The article sets out competence framework for homeroom teacher at lower secondary school, which includes the following elements: political and moral qualities, lifestyles; competence to understand subjects and the educational environment; Competencies of teaching, students’education, building collective class, addressing educational situations, career development and self-development. Then, the development of teachers and management staff in general, and the development of lower secondary school teachers in particular, towards competence were still a right direction so as to steadily develop human resources Vietnamese education.

Từ năm học 2011-2012, việc dạy học Toán và các môn Khoa học tự nhiên bằng Tiếng Anh đã được triển khai ở một số trường trung học phổ thông nhưng còn gặp nhiều khó khăn. Cách tiếp cận CLIL (Content and Language Integrated Learning) trong dạy học các môn học bằng ngôn ngữ thứ hai đã được thực hiện ở nhiều nước trên thế giới. Bài viết trình bày kết quả thực nghiệm của việc xây dựng kế hoạch dạy học và thực nghiệm dạy môn Vật lí cho học sinh lớp 10 Trường Trung học phổ thông Khoa học Giáo dục - Hà Nội vào tháng 5 năm 2017 qua bài kiểm tra với 26 câu hỏi trắc nghiệm tiếng Anh. Hiệu quả của việc tổ chức dạy học theo CLIL giúp học sinh nâng cao năng lực sử dụng tiếng Anh để học tập các môn Khoa học tự nhiên; tăng hứng thú, phát huy tính tích cực, chủ động, nâng cao chất lượng dạy học.

University autonomy is an indispensable trend in society development that public universities are forced to adapt. Financial autonomy is a key issue of university autonomy, to ensure process of autonomy and accountability to be fully, objectively and equally implemented with transparency. Basing on the analysis of the current state of financial autonomy at public universities, the paper proposes some solutions to improve the effectiveness of financial autonomy at public universities today. These solutions are: 1/ Properly define the objectives of financial autonomy at public universities; 2/ Effectively and correctly organize and implement financial autonomy at public universities; 3/ Renew the financial governance mechanism for public higher education.

Autonomy has been introduced into our general education for more than ten years in terms of legal and organizational implementation. However, basing on the international evaluation criteria, it can be seen that autonomy in Vietnamese education is just at the first stage with shortcomings. Moreover, autonomy in Vietnamese education is towards market orientation. Basing on the SWOT analysis, the paper proposes a quality culture approach, and necessary doings to make autonomy in general education as a real management tool for improving education outcomes.

Derived from aspects of management objectives, management institutions, management subjects, management functions ... the article studied the way to manage the general education in China for nearly recent 70 years; at the same time, to apply standards of science, democratization, and legislation to assess this management way. China's cause of general education administration is a journey constantly explore and develop, leaving many valuable lessons (both successes and failures) to theory and practice of the current modern management of general education.

Trong khuôn khổ bài viết, nhóm tác giả tổng quan lại các nghiên cứu về năng lực giao tiếp toán học, từ đó chỉ rõ các biểu hiện năng lực giao tiếp toán học, các mức độ về năng lực giao tiếp toán học của học sinh và một số nhận xét khi bước đầu tìm hiểu năng lực giao tiếp toán học của học sinh các trường trung học phổ thông ở Thái Nguyên.

The paper analyzes impact factors on managing quality of education staff - human resources to support the education management, and presents situation of the influence of these factors in managing the administrative staff at pre-school and general schools, education and training departments, colleges and universities in Ho Chi Minh City.

Trong các trường đại học khối kĩ thuật, Hình học Họa hình là học phần trang bị kiến thức và kĩ năng giúp người học đọc hiểu và thiết kế được những bản vẽ kĩ thuật. Bài viết trình bày việc khai thác lời giải của một số bài toán Hình học Họa hình sử dụng phép thay mặt phẳng hình chiếu nhằm giúp người học thấy được sự cần thiết của việc đưa bài toán về trường hợp đặc biệt. Qua đó, tư duy thuật toán được phát triển và từng bước rèn luyện khả năng tự học, tự giải quyết vấn đề cho người học. Người học có cơ hội thuận lợi tìm hiểu và phát triển tư duy thuật toán đối với các dạng bài toán liên quan.

Teaching to develop the scientific research competence towards solving science-based problems. When designing exercises, teachers must pay attention to support students implement steps in process of scientific research such as developing the ability to observe, raise questions, identify problems to study, set up scientific hypotheses, design experiments and draw conclusions from the research process. Depending on features of Biology and orientation of student's competence, the general trend of exercises is to develop the ability to apply knowledge into practice, develop general and specific competencies in terms of theory, practice and application. Thus, students can use theoretical knowledge into real problem explanation, practise the ability of thinking and creativeness, help them be confident and active in learning and life.
