STATE LEADERSHIP AND MANAGEMENT ON EDUCATION - CURENT STATE AND DEVELOPMENT DIRECTIONS

Summary: 
The Educational development strategy 2011-2020 defines that the educational management renovation is the breaking solution. The article deals with theoretical issues on educational leadership and management in macro level, in which the “new public management” model is emphasised. Presently, the educational leadership and management in Vietnam should follow the new public management model where the national education system can operate in a harmonious connection between the socialist-oriented market economy and international integration. In order to convert the model of State management on education into the new public management one, the following renovations are required: Educational thinking, particularly the thinking on educational leadership and management; Renovation of educational system structure and the management mechanism to suit demands by the society and the international intergration; Increased autonomy and accountability for higher education institutions; promotion of international cooperation in education and training; renovation of financial mechanism, of tuition fee and social participation in education.
