BOARD OF TRUSTEES IN VIETNAMESE PUBLIC UNIVERSITIES - CURRENT STATUS AND SOLUTIONS

The Board of Trustees is an advanced model of university governance that has been proven to be effective through successes of the higher education system of America and of many other countries in the world. Based on the analysis of the current situation of Boards of Trustees in Vietnam, the article presents a number of specific measures to improve the effectiveness of this model. 1 / The establishment of Boards of Trustees in universities should be implemented firmly step by step; 2 / Reforming the governance model of the university in the direction of transferring from one-leader style (the Rector) to collective leadership (Board of Trustees); 3 / Members of the Board of Trustees should represent different voices from businesses and socio-cultural organizations; 4 / Identifying the role and relationship between the Party committees and the Board of Trustees; 5 / Removal of the line ministry mechanism; 6 / The activities of the Board of Trustees must be linked to the implementation of autonomy and accountability by the university
