Summary:

The fundamental and comprehensive renovation of higher education and the creation of high quality human resources are primary objectives of Vietnamese education in the present period. In front of changes in the social and economic environment of the country, this goal is creating new challenges for higher education institutions. To overcome all the challenges in the process of development and integration while affirming the position of training highquality human resources, contributing to the growth and development of the country's economy, being along with the entire education renovation in Vietnam, especially with the positive turnout in university training, the Academy of Politics Region 1 has quickly entered the roadmap to improve the quality of undergraduate education in addition to improving the quality of high-level political theory. This article discusses six factors that directly affect the quality of undergraduate education, and open questions in the direction of improving the quality of undergraduate education at the Academy of Politics Region 1 before the policy of university categorization and before the technological revolution 4.0 of Vietnamese education in XXI century
