Summary:
The recruitment of university lecturers should meet the basic contents: Meeting employment conditions, standards and complying with the recruitment process. During professional process, they would be classified into proper titles towards competencies. To develop sufficient teaching staff in terms of quantity and quality assurance, the government must have appropriate policies on the establishment of their standards, rights and obligations
