Summary:
In terms of development process of education policy, the article presents and analyzes a cycle with 03 development stages of education policy with 08 steps involved in activities of research, analysis, consultation, and information review so as to design, implement, evaluate and adjust education policy. Three stages were: to develop education policies; to implement education policy; to adjust education policies. Eight steps include: 1/ To analyze the current status of education; 2/ To draft options of education policy; 3/ To evaluate options of education policy; 4/ To consult and decide educational policy; 5/ To plan and implement education policies; 6/ To implement plan of education policy; 7/ To control its implementation and evaluate impact of education policy; 8/ To adjust and redesign education policy.
