Summary:

Fostering human development towards implementation competency is a scientific trend. High school head is a large force, need be trained to develop implementation competency to school operation in the renewal context. High school head is a leader with the most important role in process of setting orientation; organizing teaching activities, teaching students, managing and promoting other activities in order to create school success. The article refers to school head’s competence framework basing on theory and practice bases associated with current school head’s tasks, roles and functions. This competence framework will be a basis to complete school head standard, develop training program, select and evaluate school head to meet education reform
