Summary:

The paper addresses the development model of sustainable human resource management and human resource in scientific education research. In the article, the author presents: 1 /Overview of human resource, role of human resource; Human resource development; 2/The relationship between human resource management and development of human resources; 3/Model of sustainable human resource development at educational institutions; 4/Develop sustainable human resources at national, ministry / sector, regional and local levels in terms of scientific education research. According to the author, people are target and the engine of economic and social development as well, a decisive factor of national prosperity. Development of human resource is seen as the key to realize objectives of socio-economic development, to decide competitive competency in the context of globalization. Development of human resource is the responsibility of levels of state administration and educational institutions
