DEVELOPING A SET OF EVALUATION CRITERIA FOR THE EFFECTIVENESS OF MANAGING COOPERATIVE TRAINING OF INFORMATION TECHNOLOGY HUMAN RESOURCES AT VOCATIONAL COLLEGES

Summary: 
The information technology sector is a key field for national digital transformation, imposing stringent requirements on the quality of human resources. Cooperation between colleges and enterprises in training information technology personnel is considered a crucial solution to ensure practical relevance and enhance students’ professional skills. This study aims to develop a set of criteria for evaluating the effectiveness of managing cooperative training activities for information technology human resources at colleges, based on the Plan–Do–Check–Act (PDCA) model. Through testing at six colleges representing three regions, the study conducted Exploratory Factor Analysis, Confirmatory Factor Analysis, and assessed the reliability and validity of the measurement scales. The results indicate that the set of criteria consists of three main factors: activity content, methods and forms of cooperation, and institutionalization of implementation principles, with high reliability and suitability for practical management of cooperative training activities. The study contributes to improving the tool for evaluating the effectiveness of cooperation management, supporting continuous enhancement of the quality of information technology human resource training in the context of strong innovation and deep integration.
