TEACHER STATE MANAGEMENT AROUND THE WORLD AND ISSUES TO BE CONSIDERED FOR VIETNAM

Summary: 
State management of teachers is the most important and most complex task in state management of education. To accomplish this task, in the last three decades, the state management of teachers has shifted from the personnel management model to a human resource management model with the view that teachers are the most important resources to develop to fulfill educational goals. With that perspective, countries around the world have enacted different laws on teachers, from the Teachers’ Law to the laws on teaching profession, on teacher training, on teacher remuneration. In our country at present, the approach in state management of teachers still remains mainly within the personnel management model. This has led to inadequacies in the development of teachers’ staff when the education system has become so complex as it is today. Therefore, it is necessary to shift the state management thinking about teachers to the human resource management model and to develop and enact the Teachers’ Law.
