Infrastructure in early childhood education institutions is one of the conditions for implementing the early childhood education program. It is crucial and necessary for independent children groups and kindergarten classes to develop the infrastructure standards. They include regulations on group/zoom/land area, specifications for various infrastructure on campus, and minimum equipment, utensils, and toys inside the rooms/classes so as to ensure the conditions for operating independent early childhood education institutions, aiming at performing the activities of nurturing, caring, and educating children towards the early childhood education program. By the document review and theoretical research methods, the article proposes the process of developing the infrastructure standards, including analyzing the context of developing the infrastructure standards for independent children groups and kindergarten classes; preparing a draft of the infrastructure standards; collecting comments and finalizing the draft; assessing the infrastructure standards; announcing the infrastructure standards; and publishing the infrastructure standards.
