Summary:

The investment effectiveness of higher education is reflected through indicators such as: IRR (internal rate of returns); NPV (net present values); BCR (benefit - cost rate). After comparing costs, benefits and indicators that reflect the effectiveness of higher education investment in Vietnam to other OECD countries, it can be seen that the current investment in higher education in Vietnam is "low cost - low benefit - low effectiveness". Improving investment effectiveness of higher education must be based on the efforts and contributions of all stakeholders (the State - the School - Learners - Enterprises) towards transforming the investment model into Vietnamese public higher education in the coming period in the direction of "reasonable expenditure - high benefit - high effectiveness", meeting social expectation and the national socio-economic development with the goal of becoming an industrial country by 2030.
