The university council is responsible for directing activities and mobilizing resources for the university. In addition, this council supervises all university activities, connects the university with the community and society, and ensures the achievement of educational goals and the right to autonomy and self-responsibility as prescribed by law. Improving its effectiveness plays an important and decisive role in enhancing the quality and effectiveness of higher education and training and ensuring social justice based on promoting the role and outstanding advantages in its activities at higher education institutions in Vietnam. This article analyzes the current situation of the university councils of higher education institutions in Vietnam. On such a basis, some solutions are proposed to promote its effectiveness, improving the quality of higher education and training in Vietnam in the present and future.
