DEVELOPING COMPETENCY FRAMEWORK OF CIVIL SERVANTS AND OFFICIALS IN THE EDUCATION SECTOR

Summary: 
The article analyzes issues about the nature of competency; competency framework; the process of developing competency framework based on the position of employment of civil servants and officials in the education sector. According to the author, the competency framework has been recognized as an effective tool in the management of civil servants and officials in the education sector, therefore it has been increasingly applied in educational organizations. However, Vietnam is now beginning to move to the employment service model, so it is important to consider the process and qualty with suitable roadmap. Beside, the careful preparation and the guidance by experienced experts are needed before embarking on the competency framework building for civil servants and officials
