Summary: 
Faced with increasing demands for quality accountability, training program quality assurance activities receive special attention. This article proposes the “(CCr-EEr)AArPPrDDr” cycle as the “core” combined with the models of CIPO, SWOT analysis, 5W1H and 3M1F1E to ensure the quality of training programs for an undergraduate and postgraduate, associated with the criteria and quality indicators in three steps: 1) Leading the establishment of training development directions (identifying training programs that meet societal demands, defining learning outcome standards and curricula, setting quality policies, and establishing general goals) every 3–5 years; 2) Organizing the planning of training program quality assurance (setting medium-term objectives/outcomes and specific targets/ outputs, defining solutions, and allocating resources); 3) Implementing and monitoring the process (establishing and operating a system for regular monitoring and periodic evaluation of quality based on the “Input - Training activities - Output” model, assessing the achievement of societal needs, and incorporating feedback for continuous quality improvement).. The research results contribute to theoretical development, helping educational institutions have more options to implement quality assurance activities in training programs in practice.
