Summary: 
A policy cycle usually begins with policy formulation, followed by policy implementation and policy evaluation. Therefore, policy formulation is considered as the initial step in the policy cycle. This is a particularly important stage, because with the right policy, science will come up with good policy. It is also a premise for the policy to come into life and enhance efficiency in social life. The process of public policy formulation is affected by many factors. This study analyzes the factors affecting the educational policy formulation process to deepen the factors that influence the process of public policy formulation in Vietnam in recent years, contributing to enriching the research of public policy in our country today
