Summary:

In the past few years, the Party and Government of Vietnam have defined “the strategy of marine economic development as the leading economic sector of the country”. Therefore, it is necessary to have highquality trained marine personnel. This article presents the challenges and opportunities that the 4.0 revolution has brought to education and training in our country, general conditions and the demand for high-quality marine personnel in Vietnam. Based on that, the article offers a number of solutions to improve the quality of Vietnam’s maritime personnel in the context of the 4.0 industrial revolution. Thus, the improvement of the quality of marine personnel has become urgent and important, which is a decisive task for the existence and development of the maritime industry and the development of marine economy in Vietnam from now to 2025 and beyond. At the same time, the “enhancement of the quality of marine personnel” will contribute positively to the “successful completion of important political tasks in the immediate and long term, to firmly defend the sovereignty of the islands ... when facing with hostile forces and aggressive aggression and invasion of sovereignty over islands in the East Sea of Vietnam”.
