APPLY THEORETICAL BASIS TO ASSESS THE IMPLEMENTATION MANAGEMENT OF STUDENT LOAN PROGRAM TO GUARANTEE EQUALITY IN ACCESSING HIGHER EDUCATION IN VIETNAM

Summary: 
Student loan program is a form of cost-sharing in higher education which has been very popular in many countries around the world, including Vietnam. However, each program in each nation usually pursues a different focused target. In Vietnam, the current student loan programs prioritize the social targets which are to help poor and in difficulty students access higher education, enhancing equality so that everyone can access higher education. This practice leads to the need for research in educational management solutions in order to keep following these social targets. From this rationale, this study researches theoretical basis for managing the implementation of the student loan program to guarantee equality in accessing higher education in Vietnam in the current context. The study then applies theoretical basis to assess basically the programs and program management in Vietnam in terms of ensuring equality in accessing higher education, analyzes the advantages and the disadvantages in managing programs to reach those targets
