Vietnamese students are now regarded as the country’s high quality human resources. The current care of new ethical education for Vietnamese students is very important in developing high quality human resources for the cause of industrialization and modernization of the country. Along with physical education, cultural education, and professional education, ethical education contributes to perfecting the face, virtue, intellect, physicality, and beauty for Vietnamese students in particular, and Vietnamese youth - the next generation of the country’s revolutionary career in general.

The continuation of teaching content and teaching methods at higher education institutions is currently an urgent issue being raised. The innovation of teaching methods will contribute to improving the quality of education and training, aiming at training human resources with solid knowledge, proficient skills, and creative thinking to maintain stable political and ideological orientation in response to the requirements of the practice of promoting the industrialization and modernization of the country. The article discusses the teaching methods through problem - solving to promote students’ activeness and creativity in learning, contributing to improving the quality of teaching political theory subjects in universities today.

Providing financial support for students in general and for pedagogical students in particular is the policy applied in many countries around the world. One of the goals of this policy is to secure human resource in the priority area. In Vietnam, the free tuition policy for pedagogical students has been in place for 20 years; however, this policy reveals certain shortcomings. Recently, the Education Law 2019 has stipulated that pedagogical students are supported with full tuition fees and living expenses. To concretize the Education Law 2019 (being effective from 1 July 2020), the Government has issued Decree 116/2020 / ND-CP, which specifies the financial support policy for pedagogical students, replacing the old one. Research results show that the new policy is feasible in ensuring human resource in the education sector.

Young lecturers at universities play an important role in determining the quality of educational institutions’ education and training. They are very young people with little teaching experience. Therefore, in order to meet the requirements of education and training, those universities need to have plans and strategies to foster pedagogical competencies for the young teaching staff, which is considered as a necessary and urgent job. In the framework of the article, the author would like to discuss a number of issues related to pedagogical competence, thereby proposing some solutions to develop pedagogical competencies for young lecturers at higher education institutions in the current period.

The college town is a new concept in the development of higher education in Vietnam. Creating new college town has been part of the policy making as way to improve the space for higher education. However, the concepts of college town are not consistent in Vietnam. This article looks at the various ways to define college towns as well as the reality of college towns in developed countries in redefining the understanding of college town and based upon to draw some recommendations for building college towns in Vietnam.

OLAP (Online analytical processing) is for data analysis and decision making. The data analyzed from OLAP give us a visual view of a certain problem. The paper elaborates on the application of OLAP technology in analyzing the employment survey results of graduates of Ba Ria-Vung Tau College of Education, specifically analyzing information on employment status, classifying jobs and workplace of the graduates. The results that OLAP offer will be the basis for the school leaders to make changes and decisions on the content and training scheme for the next academic years, aiming at improving the quality of training. The results are also a prerequisite for us to continue to apply OLAP in analyzing other aspects such as the relationship between employment needs and enrollment plan.

OLAP (xử lí phân tích trực tuyến) phục vụ cho việc phân tích dữ liệu và ra quyết định. Dữ liệu được phân tích từ OLAP cho chúng ta một cái nhìn trực quan về một vấn đề nào đó. Bài viết tập trung việc ứng dụng công nghệ OLAP trong phân tích kết quả khảo sát việc làm của sinh viên tốt nghiệp tại Trường Cao đẳng Sư phạm Bà Rịa - Vũng Tàu, cụ thể là phân tích thông tin về tình trạng việc làm, phân loại việc làm và nơi làm việc của sinh viên. Kết quả mà OLAP mang lại đã và sẽ là căn cứ để lãnh đạo nhà trường đưa ra những thay đổi, quyết sách cho những năm tiếp theo về nội dung và kế hoạch đào tạo, nhằm mục đích ngày càng nâng cao chất lượng đào tạo. Những kết quả thu được cũng là tiền đề để chúng tôi tiếp tục vận dụng OLAP trong phân tích những khía cạnh khác như mối quan hệ giữa nhu cầu việc làm và kế hoạch tuyển sinh.

Electronic Learning (eLearning) is the trend of developing open and flexible education. In fact, the implementation of eLearning in general, and online teaching and learning due to the impact of COVID-19 pandemic in particular, has shown the efforts of the entire education sector with positive results. However, through the implementation process, there are still many problems that attract lots of attention from managers, educators and learners, with the aim of seeking solutions to improve the quality of both teaching and management. One of them is to find out suitable measures to improve the efficiency and quality of online learning activities.

When assessing the level of readiness of an online teaching and learning ecosystem, we see that it consists of four inter-dependent components: (1) teachers are ready for online teaching; (2) learners are ready for online learning; (3) materials and resources are ready for teaching and learning online; and (4) the Internet infrastructure and smart devices are available for teaching and learning online. This paper represents some experiences and contemplations of the Vietnamese education technology company KidsOnline on the transition to online learning and blended learning in Vietnamese kindergartens and schools, especially those catering to the needs of vulnerable groups of children (including children in remote areas, children from ethnic minorities, and children with disabilities and special learning needs) during the period of the Covid19-induced school closure, adapting to the post-Covid 19 new normal.

Teaching and learning Math and Science subjects in English is consistent with the trend, helping learners approach learning outcomes based on international standards. Compared with other science subjects, specialized English for Chemistry major is experienced as most difficult to learn. To help learners study the specialized English in this subject, E-book was designed to guide high school students to study English in the field of inorganic chemistry by themselves, using iSpring Suite software to export PPTX files into HTML format. The principles of formality and contents were also created based on the requirements of teachers and students who were previously surveyed. In this research, the authors consulted with 15 lecturers and 50 students studying at Hue University of Education, 15 Chemistry teachers at High Schools for the Gifted and 5 teachers who specialize in SAT teaching to evaluate and alter the E-book.

Reading comprehension is one of the important skills of language learning in general and English language learning in particular. It is the aim of this article to introduce the reading comprehension instruction based on the three-phase approach (Pre-, while- and post-reading activities) using MS Forms in MS Teams, and at the same time presenting students’ attitudes towards doing reading comprehension exercises using MS Forms in MS Teams in each stage. The results show that students generally expressed enthusiasm and positive attitudes towards the use of this platform of teaching and learning throughout the three stages of a reading lesson.

n 2020, due to the impact of the COVID-19 epidemic, the Vietnam Ministry of Education and Training requested higher education institutions to partially change to online teaching to minimize the impact of the epidemic but still ensure the teaching progress. Using the method of synthesizing real data, analyzing and comparing practical data from different universities in Vietnam during the COVID-19 pandemic period, this article describes and analyzes the effects of the pandemic to Vietnamese universities. We consider the impacts on schools, faculty, and students. In particular, the article also evaluates the practical responses of universities to the changes associated with the transition from face-to-face teaching to online teaching in the following aspects: changing the form of teaching, training teachers, ensure the necessary conditions, and testing and evaluatiing. On that basis, we propose measures for universities to adapt to the current “new normal” state.

In the present context, various online learning have been largely used in educational institutions due to the impact of the COVID-19 pandemic. Unfortunately, the online training courses are still faced with some existing problems, especially quality assurance factors. For many courses, verifying the students’ studying process is lack of transparency. As a result, it will be difficult for employers to assess an applicant’s qualifications or certificates as the information of students’ academic background may be modified. From these facts, blockchain technology is applied to guarantee the validation of the training and learning activities. In particular, the entire learning process of learners is permanently stored in the chain and publicly transparent with other members (students and employer organization) of the blockchain network. This paper illustrates the basic information of blockchain and how this technology is used in online learning. The learner’s information including study records and qualified certificates are stored permanently and securely in the blockchain network. This enables the concerned persons or employer organizations to verify the authenticity of these above-mentioned documents without the requirement of the trusted third party.

Challenges and ever-increasing demands of practice have posed new requirements to leaders. One of the recent theoretical issues that has attracted a lot of attention from scholars is leadership capacity, especially the impact of digital technology on leadership capacity, not only following traditional leadership models but universal values and qualities such as respect, fairness, honesty, responsibility, and for the community, etc are increasingly asserted as one of the essential foundations to help the leaders build their visions as well as influence those visions on the employee’s actions. However, Vietnam as a country has been undergoing a dramatic transition from a planned economy to a socialist-oriented market economy, leadership values, especially leadership capacity need to be adjusted, supplemented and developed in order to keep up with the requirements of the current digital age.

The article summarizes the main features of the three industrial revolutions that the world has undergone and of the 4th industrial revolution (also known as the 4.0 industrial revolution). We also highlight some basic characteristics of the 4.0 industrial revolution. This revolution has raised many issues that need to be concerned for education and training such as: thinking on educational innovation; building education and training programs in accordance with the requirements of the 4.0 revolution; innovating teaching and learning methods; building teaching staffs to meet the requirement of educational innovation; building management teams to undertake the tasks of educational innovation. These issues show us the strong influence of this industrial revolution on education and training. It requires the education and training of Vietnam to be strongly renewed so as to train dedicated, highly qualified, dynamic and creative human resources in the cause of industrialization and modernization of our country.

The article describes three goals in building a strategy to develop general education in Malaysia, including: 1/ Understanding the current situation and challenges of the Malaysian education system, focusing on increasing access to education, raising standards (quality), narrowing learning achievement gaps (equity), enhancing student consensus, and maximizing the efficiency of the system; 2/ Establishing a clear and ambitious vision for each student as well as the whole education system for the next 13 years; 3/ Designing a comprehensive transformation program for the whole system, including essential changes for the Ministry of Education. The article also examines the process of development, structure, contents, solutions, and the roadmap to implement Malaysia’s general education development strategies in the period 2013-2025. Based on that, some lessons and experiences for building Vietnam’s education development strategies 2021-2030 have been drawn.
