THE TRENDS AND PRICING MECHANISM FOR HIGHER EDUCATION INSTITUTIONS: EXPERIENCES FROM SOME COUNTRIES AND LESSONS FOR VIETNAM

Summary: 
Higher education is the stage of advanced education that plays a very important role in the education system as well as the economy and society of each country to achieve the goals of training highly qualified human resources to create new knowledge and products, meeting the needs of socio-economic development, and ensuring national defense, security, and international integration. Over the years, higher education in Vietnam has continued efforts to improve the quality of the curriculum, faculty as well as facility towards quality accreditation and autonomy. To do that, the role of financial resources in each higher education institution is very important. Tuition fees play a major role in the allocation of higher education resources and accelerating educational development. However, the pricing mechanism in higher education institutions in Vietnam in Decree No. 86/2015/ND-CP has revealed some shortcomings that need to be taken into consideration. The report presents the trend of tuition fees to improve the quality of higher education, the pricing mechanism of higher education services in some countries; as well as a summary of the current situation of the pricing mechanism in Vietnamese higher education institutions; and based on that, gives some recommendations for constructing pricing mechanism for higher education institutions in Vietnam.
