THE CONCEPT OF STANDARDS IN EDUCATION, PROCEDURES FOR BUILDING CAPABILITY ASSESSMENT STANDARDS AND ITS APPLICATION IN CIVICS EDUCATION AT SECONDARY LEVEL (UNDER THE 2018 GENERAL EDUCATION PROGRAM)

Summary: 
“Standard” in education is considered as a measure to evaluate the quality of education. The 2018 General Education Program is built in the direction of developing learners’ quality and capacity. The curriculum has identified the requirements to be met in terms of quality and capacity; the subject curriculum has also determined the requirements to be met by each topic. However, the 2018 General Education Program has not yet developed an assessment standard to serve as a basis for teachers to teach and evaluate students’ learning outcomes. The article presented the concept of “Standard” and its types in the program; the process of developing “the Standards for assessing capacity” and applying it in the development of “Standards for assessing capacity” in Civics education at the lower secondary level.
