Summary:
Continuing Education (CE) - a component of the national education system - plays a crucial role in providing flexible and equitable learning opportunities, contributing to literacy eradication, raising people’s intellectual standards, developing human resources, and building a learning society. This article analyzes the policy development process of CE across different stages: the Literacy Campaign, Supplementary Education, Equivalency Education, and the current phase of developing CE system that promotes lifelong learning. Based on historical and document research methods, the article proposes several policy directions for the CE development in the period 2025-2030 with a vision to 2045, in response to the demands of digital transformation, the Fourth Industrial Revolution, and sustainable human resource development.
