Summary:
This research analyzes the impact of Resolution No.14-NQ/ TW, dated January 11, 1979, issued by the Politburo, on education reform in Vietnam during the period of 1979-1986. It also clarifies the contradiction between the reform’s theoretical vision and the practical difficulties in a challenging historical context. Although several studies have examined Vietnamese educational history after 1975 and the third educational reform, they have mainly described the reform process or the educational policy system, without providing an in depth analysis of the impact of Resolution 14 in relation to the socio economic context of the period 1979–1986. The research methodology involves synthesizing and analyzing policy documents, educational history, and socio-economic data from that era. The study indicates that Resolution 14 directly shaped the core objective of training a “new socialist person” with comprehensive development. This workforce masters collective ownership and establishes a new national education system structure. However, implementation faced challenges due to the economic crisis, leading to resource shortages, declining educational quality, and deteriorating infrastructure. The findings contribute to a better understanding of the impact of Resolution 14 on educational policy implementation under conditions of socio-economic hardship.
