Summary:
This article analyzes the development of concepts and policies concerning safe and healthy educational environments in Vietnamese schools to clarify major shifts, achievements, challenges, and future orientations in the current period. The study addresses a gap in systematic analyses that connects the historical trajectory, policy framework, and context of digital transformation related to this issue. Using a qualitative approach, the article uses literature review, policy analysis, and historical analysis to synthesize and interpret relevant data sources. The findings indicate that educational environments in Vietnam have shifted from a discipline-oriented management approach toward a more comprehensive development orientation, emphasizing psychological safety, positive social relationships, and students’ agency. The policy framework has also expanded from ensuring learning conditions to integrating school violence prevention, psychological support, and student protection in digital environments. However, there were challenges in implementation conditions, resources, and the gap between regulations and practice.
