Summary:
The article analyzes the process of innovation in preschool education in Vietnam from 1998 to 2025, focusing on policies and programs to improve quality, expand access, and ensure equity and inclusion for children. The study uses a combination of qualitative and quantitative methods, based on legal documents, national reports, and statistics. The results show that preschool education has achieved significant progress in comprehensive child development and in promoting social equality. However, significant challenges remain regarding resources and regional disparities. The article proposes policy orientations and strategies for preschool education development after 2025 to meet the requirements of sustainable development and align with international trends in equity and inclusion in early education. The study contributes to clarifying the innovation journey while providing a scientific basis for future preschool education policy planning.
