FORECASTING THE NEEDS FOR MANPOWER IN PROVINCIAL EDUCATION

Summary:

Forecasting the needs for manpower in education is pre-planning and planning at all levels of education management. In our current context, the education forecast was mainly carried out at macro-national level, but at the local level, the major educational planning was implemented at provincial level. Provinces and cities face many difficulties in education planning, especially in terms of determining the demand for local education manpower. Therefore, in this article, the author wants to clarify some theoretical issues such as concepts relating to education forecast, international experience in forecasting needs in Australian and American teachers; methods for forecasting the needs for provincial manpower in education and some practical experience of implementing manpower projects in terms of educational planning and training in Thai Binh, Quang Ninh and Ha Giang provinces so as to support local experts and managers in improving the quality of local education planning, especially in 2021-2030 period; contributing to Vietnam fundamental and comprehensive education renewal.
