Summary:
Student loan program is one form of cost-sharing in higher education which has been very popular in many countries around the world, including Vietnam. In many countries, these programs are often managed by the state, so the management role of the state in this financial policy is extremely important. Although the education sector has proven to be a major contributor in the administrative system, the role of the education sector has not been well defined in the state management system of student loan programs in Vietnam. Therefore, it is necessary to examine the research results and management experiences of other countries, in which the role of education management is assessed to make recommendations for Vietnam. This study will investigate the management of student loan program implemented in Thailand, a country with many similarities with Vietnam, nearly 10 years earlier than Vietnam; thereby comparing with the program management model in Vietnam and drawing lessons for Vietnam to promote the role of the education sector in the program management system.
