Summary: 
Staffs’ labor efficiency played a vital role in assuring the quality of public services. Basing on the international experience, recent research has shown that the government can adapt various strategies such as using right emulation/reward incentives, clear recruitment process to enhance and keep working motivation, as well as attract talents to the public sector. In particular, the emulation/reward mechanism was regarded as a useful tool.
