BUILDING A POLICY ENVIRONMENT FOR OPEN EDUCATION ECOSYSTEM IN VIETNAM

Summary: 
The open education ecosystem includes educational institutions, education authorities, research institutes, communities and individuals (teachers, learners, managers, researchers, suppliers) living in a biome which is the cyberspace with platforms, open educational resources (OER), massive open online courses (MOOC) and software applications for publishing, using, exploiting those resources and those courses. The development of this ecosystem requires an appropriate and favorable policy environment. Based on a number of international experiences, this article proposed a policy model with policy fields that need to be focused on building and implementing so that the Vietnamese open education ecosystem can develop sustainably
