Summary: 
The article analyzes the international experience of services and organizations to support families and communities in the care and education of children under 36 months of age. The study clearly shows the role of educational services, its types and characteristics, and the factors affecting the service quality as well as the decentralization of management in each country. These services aim to provide the variety of contents including health, nutrition, protection, and early education supports for children. Each country with specific economic and political conditions has different policies to support young parents and communities and has regulations on organization and conditions for organizing support services accordingly. This clearly indicates the participation of stakeholders (government, central ministries, and localities ...) in organizing the family and community support services on the care and education of children under 36 months of age as well as the monitoring and evaluation of these services in each country. The research results show that children develop not only alone but through their relationships in the family, school, community, and society. Accordingly, it’s necessary to propose recommendations on policies, types, and decentralization of service management and service organizations in the care and education of children under 36 months of age in Vietnam based on lessons learned from some countries in the world.
