Summary: 
Numeracy competence is the individuals’ ability not only to perform calculations on sets of numbers but also apply mathematical knowledge to solve problems related to their lives. Researchers have pointed out that individuals with good numeracy competence can excel in education or successfully engage in social life and manage their own financial resources as well. Therefore, literacy and numeracy are two necessary core competencies for individuals in the 21st century. This article presents the concept and structure of numeracy competence, the relationship among numeracy and mathematical competence, the role of numeracy competence, and some solutions to develop students’ numeracy competence in lower secondary schools in the Northern mountainous and ethnic minority areas.
