PROPOSING A COMPETENCY FRAMEWORK FOR EDUCATION AND TRAINING OFFICIALS AT THE COMMUNE LEVEL IN THE CONTEXT OF A TWO-TIER LOCAL GOVERNMENT SYSTEM

In the context of administrative reform towards a two-tier local government system, the tasks of education and training officials at the commune (ward) level have many new aspects and require this team to possess specific competencies to meet these new demands. Based on an analysis of the legal framework derived from state management and education-training sector documents, this paper proposes a competency framework for community-level education and training professionals, comprising five main competency groups: competencies in state administrative management of education; professional competencies in educational management for each educational level; competencies in inspection, supervision, advisory, and coordination in local educational management; and competencies in resource mobilization, utilization, and situation handling. The identification of these competencies has legal and scientific value, serving as a foundation for capacity-building for grassroots-level education management officials.
