Summary: 
The application of information technology in education has become an essential trend in the digital era. In Vietnam, while online teaching has shown significant progress, the use of digital platforms for competency-based assessment, particularly in reading comprehension, remains limited. This study presents the development of a website designed to support the assessment of students’ reading comprehension skills, thereby addressing the gap in the availability of digital tools capable of evaluating multiple levels of thinking. The research adopts a nine-step design and development methodology: (1) system analysis and design, (2) selection of appropriate technologies, (3) database design, (4) user interface development (frontend), (5) server-side logic development, (6) frontend–backend integration, (7) system testing and debugging, (8) system deployment, and (9) feedback collection and refinement. Initial results suggest that the website is effective in generating diverse types of questions, allowing students to practise and self-assess their reading comprehension skills. In addition, it provides teachers with intuitive tools to monitor student progress and learning outcomes efficiently.
