TOWARDS A UNIFIED FRAMEWORK FOR INTERNAL QUALITY ASSURANCE IN  VIETNAMESE HIGHER EDUCATION

Summary:

Internal quality assurance (IQA) in higher education is regarded as the foundation for building a quality culture, sustaining continuous improvement, and enhancing institutional credibility in the context of globalization. However, Vietnam’s higher education system still lacks a unified national IQA framework, resulting in fragmented implementation, limited consistency, and inadequate data transparency. This study benchmarks Vietnam’s practices against international frameworks such as ESG, AUN-QA, INQAAHE-ISG, EFQM, and ISO 21001, combined with policy analysis and scholarly synthesis to identify gaps and improvement needs. A qualitative approach was employed, drawing on policy analysis, document review, and comparative assessment. The findings show three core limitations of IQA in Vietnam: 1) Insufficient and non-substantive data transparency; 2) Limited stakeholder engagement; 3) Underdeveloped and non-professionalized IQA human resources, leading to a system that emphasizes compliance rather than improvement. Based on these f indings, the study proposes a unified national IQA model comprising five pillars: 1) An IQA governance and policy framework; 2) A standardized system of IQA indicators and processes; 3) Data transparency and accountability; 4) Substantive stakeholder engagement mechanisms; 5) Professionalization of IQA personnel. The model is designed to integrate international standards with the Vietnamese context, emphasizing evidence-based governance and risk management approaches. The study contributes a unified, strategically oriented framework that can serve as a reference for policy innovation and IQA implementation across higher education institutions in Vietnam.
