POLICIES ON TUITION FEE EXEMPTION AND REDUCTION, AS WELL AS FINANCIAL SUPPORT FOR STUDENTS FROM INTERNATIONAL PERSPECTIVES: A LESSON FOR VIETNAM

Summary: 
An analysis of international experience shows that determining whether to waive tuition fees or charge fees depends not only on socio-economic conditions, but also on the policies and priorities of each country. In general, high-income countries tend to waive tuition fees because these countries have strong financial bases, ensuring a source of state budget for education expenditure. While the countries that charge tuition fees at all levels offer many support packages to help students in need have the opportunity to access educational services. In the overall picture of international education, Vietnam has made many decisions to show priorities for education, including the policy of tuition exemption and reduction. In the coming period, Vietnam needs to continue to improve policies on tuition exemptions and reductions, as well as financial support for students to create favorable conditions for learners and ensure equal access to education for all students; thereby improving the quality of national education.
