CURRENT PRACTICES IN IMPLEMENTING QUALITY MANAGEMENT PRINCIPLES IN ACADEMIC ADVISING DEVELOPMENT AT SELECTED UNIVERSITYES IN HANOI

Summary: 
As higher education increasingly adopts competency-based approaches alongside strengthened quality assurance, autonomous learning requires effective academic advising support. However, the development of academic advisors is often not systematically guided by quality management principles, and there remains a lack of validated instruments to assess their implementation. This study addresses this gap by developing and applying a validated measurement instrument to assess the implementation of quality management principles. A questionnaire survey was conducted, yielding 745 valid responses from administrators, academic advisors, and students at selected universityes in Hanoi. Data were analyzed using descriptive statistics and ANOVA to examine differences across stakeholder groups. The results indicate that quality management principles are implemented at a moderate level, with statistically significant differences across groups (ANOVA, p < 0.001). Academic advisors reported consistently lower ratings than administrators and students. In particular, principles related to stakeholder participation and feedback-driven continuous improvement remain insufficiently operationalized. These findings highlight the need for a system-based, data-driven approach to quality management, offering empirical evidence and practical implications for improving academic advisor development in higher education.
