Summary:
This study aims to develop an assessment framework for primary education students’ skills in designing and organizing educational games, grounded in a professional competence approach, aligned with teacher professional standards, program learning outcomes for primary education students, and the Learning through Play orientation. The study employs a combination of document analysis, expert consultation, and statistical data analysis. The results establish an assessment framework comprising five components, 13 behavioral indicators, and four levels of performance, ensuring a systematic structure, observability, and measurability. Findings from expert consultation and reliability testing indicate that the proposed framework demonstrates high relevance and strong reliability. The framework supports the assessment and development of students’ skills in designing and organizing educational games in primary teacher education programs.
