Summary: 
In this paper, the author conducted a survey and assessment of the training and retraining process for secondary school teachers to improve the training standards, meeting the professionalism in teaching based on the human resource management approach in state management of teachers. The research results on the impact of the educational innovation requirements for secondary school teachers’ professionalism, the urgent requirements by employers, and the difficulties faced by these secondary school teachers in the context of innovation and the quality of training and retraining the secondary school teachers in order to raise the standard of training shows that it is necessary to complete the policy framework of state management for teachers and teaching jobs to meet the demands of education development strategy
