Summary:

Post-graduation employment is a direct indicator of the quality of vocational education and training and a clear point at which the gap between training provision and labor market demand becomes visible. Therefore, career guidance linked to graduate employment cannot be treated as a stand-alone support service, nor can it be reduced to job placement. Instead, it should be positioned as a governance mechanism for the learner life cycle. Such a mechanism enables learners to make evidence-informed career decisions, develop transition capabilities, and sustain adaptability as they enter the labor market. This article clarifies the concept and organizational requirements of data-driven guidance, viewing data as the foundation for tracking employment outcomes and establishing feedback loops for training improvement. On that basis, the article proposes an implementation framework comprising needs diagnosis, competency assessment, personalized guidance planning, employer engagement, post-graduation tracking, and the use of feedback to adjust curricula. The article further highlights the need for digital learner records, shared data fields, and a graduate employment indicator to strengthen accountability for vocational education and training providers.
