Summary: 
The Union of Soviet Socialist Republics (Soviet Union) is made up of 15 republics. After the breakup of the Soviet Union in 1991, the Russian Federation became an independent state. Accredited higher education institutions will be overseen by an Academic Board of university directors. The organizational units and individuals in the school are led by a vice principal. In private schools, the owners or founders who set up “a Board of Directors” are responsible for supervision. In 2009, the federal Universities were established through the merger of existing state higher education institutions. The federal universities have a special position because of their significant achievements in scientific research and the scale of innovation with more than 10 universities were awarded the title of “National Research University” in 2010. These are highly competitive universities with an effective system to constantly improve the quality of training activities, scientific research and development. The main language used for teaching is usually Russian. This article focuses on the higher education diploma system of the Federal Republic of Russia, and recognition equivalent to that of Vietnam’s higher education diploma system
