FACTORS AFFECTING DIGITAL COMPETENCE DEVELOPMENT AMONG MANAGEMENT PERSONNEL IN GENERAL EDUCATION INSTITUTIONS

Summary: 
This paper focuses on clarifying the factors influencing the digital competence development among management personnel in general education institutions in the context of educational digital transformation in Vietnam. Based on a review of international theoretical frameworks and studies (such as DigComp/DigCompEdu and UNESCO) and the domestic policy landscape (such as the National Digital Transformation Program and the Education and Training Sector Digital Transformation Strategy), the paper affirms that digital competence is a core competence enabling the shift from traditional administrative management to digital governance, data driven decision-making, innovation leadership, and digital culture cultivation in school. The analysis results indicate that the development of digital competence among educational managers is influenced by multiple, interrelated factors, grouped into five main categories: 1) Individual factors; 2) Organizational and school factors; 3) Policy and institutional factors; 4) Technology and job-related requirements; 5) Professional development and lifelong learning. The paper concludes that coordinated and systematic integration of these factors will enable educational managers to become effective “digital transformation leaders,” thereby contributing to the development of smart, efficient, and human-centered schools in the era of digital education.
