Summary: 
Faced with the increasing demand for quality accountability, quality management activities in education receive special attention. The article presented and analyzed the nature of teaching and learning quality management in educational institutions according to the TQM approach, focusing on taking the value system as a guideline to organize experiences for stakeholders, creating “shared” trust and forming “habits/voluntariness” to implement the set of quality criteria through standards of teaching quality behavior to guide/ orient direction, organize implementation to ensure the quality; and based on the quality improvement cycle “(CCr-EEr)AArPPrDDr”, proposed a 3-step process: (1) Managing the assessment of the current status of teaching and learning quality management towards the TQM approach based on the value system of quality culture; (2) Managing the implementation of experiences of the new value system of quality culture into standards of teaching and learning quality behavior for stakeholders; and (3) Managing the implementation of teaching and learning quality assurance based on new quality behavior standards. The research results contribute to the development of theory, providing educational institutions with more options for implementing quality assurance activities for teaching and learning in practice.
