Summary: 
This study evaluates the writing instruction competence of pre service primary teachers from the perspectives of students and lecturers at eight teacher training institutions, representing different regions across Vietnam. The survey was conducted with 408 third- and fourth year students and 32 lecturers, combined with classroom observations of 70 students during their writing instruction practice. The research instruments included a questionnaire with a framework of 08 competence components and 18 criteria, specified according to the requirements of teaching paragraph and text writing at the primary level under the 2018 General Education Curriculum for the Vietnamese Language subject (rated on a 5-point Likert scale), an observation checklist on writing instruction skills, and in-depth interviews with lecturers. The results indicate that the writing instruction competence of pre-service primary teachers reached a fairly average level, with competencies more frequently practiced during the training program receiving higher ratings than those less frequently practiced in real teaching situations. The study also expresses statistically significant differences between lecturers’ assessments and students’ self assessments on several competence components, reflecting the gap between training expectations and students’ self-perceived competence.
