SCHOOL MANAGEMENT PLANNING IN A CHANGING CONTEXT

Summary: 
Planning is considered one of the fundamental functions in organizational management, particularly in education. The need for improving planning capacity in school management becomes more urgent due to ongoing developments in political, socioeconomic, scientific, and technological aspects as well as trends in educational innovation. This article focuses on clarifying the role of applying a scientific planning process in school management, rather than depending just on personal experience. The study also highlights important gaps among theory, legal regulations, and actual implementation in schools through a thorough evaluation of legal documents, literature, and the real situation at educational institutions. Based on these findings, the article proposes a theoretical framework for the school management planning process, including both strategic and operational plans while emphasizing the role of tools such as SWOT analysis. The research aims to improve the planning capacity of educational managers, thereby contributing to the effectiveness of educational reform initiatives in the current challenging context.
