Summary:

Re-educating offenders is an extremely difficult and complex task. Education is concerned as one of a wide range of necessary measures towards supporting prisoners being honest and helpful people. Education is also an approach that affects the offenders’ awareness and helps to realize their mistakes and their true values; and hence their attitude and behavior would be changed. Education towards reforming prisoners will be not achieve its effectiveness without a citizen education curriculum which especially developed for them. This article provides some of essential issues, including: the importance of the Citizen Education Curriculum and psychological characteristics of offenders. Based on the contents mentioned above, the objectives, contents, methods, forms and evaluation of the citizen education results; the requirements to educational staffs when teaching citizens education; as well as the difficulties and solutions for implementing the citizen education curriculum for prisoners will be identified.
