Summary:

University quality assurance has become an urgent requirement to enhance responsibility in meeting social needs. However, most research and practice in Vietnam focus on quality accreditation but have not delved deeply into the operational mechanisms and quality improvement cycles associated with the university’s training, scientific research, and community service. Based on CIPO and the quality improvement cycle “(CCr-EEr)AArPPrDDr” combined with qualitative research methods, this paper clarifies the nature to build a university quality assurance process associated with quality standards and criteria in 3 detailed stages into 7 steps: (1) Directing the establishment of the university’s development orientation (Steps 1→2); (2) Organizing the planning of quality assurance for a specific stage (Steps 3→4); (3) Organizing the implementation of the plan (Steps 5→6) and evaluating the results of meeting social research needs associated with improvement feedback (Step 7). In fact, these steps are closely related: the “product” of one step becomes the “input” of the next, creating a continuous quality improvement cycle. The research results contribute to the development of theory and provide a feasible tool for universities to improve quality in practice.
