Summary:
This study develops a policy framework for fostering innovative work behavior among lecturers in Vietnamese public universities and addresses the limited connection between individual- and organizational-level innovation research and system-level policy design. A qualitative comparative document analysis was conducted on 16 official policy documents from Finland, the Netherlands, Singapore, and Canada. The four cases were selected through a most-different systems logic, reflecting variation in governance centralization, institutional autonomy, academic recognition, and research support. The unit of analysis was the policy instrument and its implementation signals rather than the national system as a whole. Documents were coded using the ability-motivation-opportunity model, the job demands resources model, and social exchange theory. The analysis suggests three recurring configurations: autonomy becomes enabling only when accompanied by discretionary resources; diversified recognition systems broaden the legitimate space for academic innovation; and fair, predictable employment and governance arrangements strengthen willingness to undertake professionally risky experimentation. The article proposes a three-level framework for Vietnam covering system level institutional conditions, university-level work design, and department-level relational governance. The findings are interpretive rather than causal and are intended to support selective policy adaptation by policymakers and public university leaders.
